What is EuropaCity?

EuropaCity is the future leisure and tourism destination northeast of Paris between Roissy-Charles de Gaulle and Paris-Le Bourget Airports. The biggest private project in France, EuropaCity was started by Ceetrus (Auchan Holding’s real estate subsidiary) and jointly developed with the Wanda Group (a major global leisure player) within the Gonesse Triangle public development operation carried out by the government through the Grand Paris Aménagement public establishment. The EuropaCity project arose from a desire and a vision.

  • The desire of the government to finally develop a new quarter at the juncture of eastern Val d’Oise and Seine Saint Denis to benefit Greater Paris and local residents;
  • The vision of an entrepreneur, a historic French retailer confronted with the digital revolution and its impact on its core business, to create the one it will exercise for the next 50 years.

Do residents have any input?

Never have so many stakeholders had so much input on any real estate project in France. This process is indispensable for achieving the goal of being a unique destination. It is also a key factor in co-building the project with future visitors. Local residents must make the project their own and take pride in it. Many initiatives have been carried out and will continue until the project opens. From 2010 to 2016, experts, local officials, cultural players and citizens worked together on its various dimensions (social, architectural, etc.): Fostering dialogue between the stakeholders to create local synergy

  • 8 public debates in 2015
2016: a key year with the public debate (CNDP) from 15 March to 13 July.
  • Over 2,000 participants in 5 public meetings, 3 conferences-debates, 9 thematic workshops, an online debate, a site tour, a bus dedicated to the consultation that travelled to 10 cities, etc.
  • 40 suggestion books, 47 contributions, 9 deliberations, wishes and opinions of local authorities, 131 questions on the website, 156 opinions in the chat forum.
  • It led to substantially modifying the project’s architecture and creating “EuropaCity Compétences”
Since 2017 the consultation has deepened. The post-public debate process aims to reach people who do not usually participate in consultations and to devise a method to inform the public and solicit its participation in improving the project.
  • Reaching out to residents at markets, RER stations, neighbourhood organisations, schools, etc
  • Giving them information at offices (around 150 people in 2018) and the building site, opening the steering committee to them and to associations.
  • Imagining and co-building with residents through study visits (Lyon, Paris and Nantes), a job/training hackathon and an architecture competition.

Do local residents back the project?

According to a December 2018 survey, 81% of local residents are in favour of the project. Each year, EuropaCity asks the Odoxa institute to poll people in the local area, Île-de-France and France. They are convinced that EuropaCity will bring them benefits, especially jobs (89%), shops (83%) and leisure facilities (78%). Residents of Île de France and French people in all regions think EuropaCity will benefit not only the cities and departments concerned, but also the entire Île-de-France. They believe the project will benefit them (59%), their families (69%) and future generations (84%).

Is EuropaCity a virtuous project?

Aware of the social and environmental issues, EuropaCity chose an ambitious, proactive sustainable development policy, to optimise the project’s economic, social and environmental benefits. The project’s scale and diverse programmes, as well as the opportunity to design something of this size, means that ambitious, innovative technical resource, energy, water and waste management solutions can be implemented that will contribute to the construction and development of a virtuous ecosystem on the local level. EuropaCity will rely heavily on renewable energy, including 14 hectares of solar panels, a biomass heating plant and power storage facilities. The site will have a Smart Grid to synchronise energy needs and resources. The aim is zero energy waste. EuropaCity will have the means to develop a unique energy mix—100% of its energy will come from renewables—and be an example to the world of a French Smart City. Its size and diversity will help to create an innovative ecosystem designed to simultaneously manage water, energy and waste in a pedestrian-scaled quarter, which most visitors and employees will reach by mass transit and non-motorised means of transport, according to studies conducted so far. Energy efficiency has been integrated into the architectural design to reduce heating, air-conditioning and lighting needs.

Will the EuropaCity project create jobs?

EuropaCity creates jobs for metropolitan Paris, especially in northeastern Île-de-France. In partnership with public and private employment players, the project’s developer promises to create an orientation, training and insertion programme for the residents of Seine-Saint-Denis, Val d’Oise and Seine et Marne and set aside 75% of the jobs for them. • The estimated number of jobs created in the construction phase is put at 3,000 in 40 different trades • During the operational phase, around 10,000 jobs will be created in 80 different trades The ZAC will help to create 50,000 jobs. The Gonesse Triangle ZAC has been chosen for the Greater Paris metropolitan area’s “Inventing the Metropolis” project. The Triango project will be built on 13 hectares northeast of the station.

Why is the projet in the Gonesse Triangle?

EuropaCity is in Val d’Oise in the Gonesse Triangle Mixed Development Zone (ZAC). The government has planned to develop this area for over 20 years, as the Île-de-France Region Master Plan (SDRIF) attests. The master plan, which the government, region and town proposed well before the EuropaCity project was announced, is very compact, limiting urban sprawl and the destruction of farmland while promoting the development of an area with many problems. It was drawn up in consultation with the Val d’Oise Chamber of Agriculture. The consensus is to preserve 8,000 ha of farmland in Greater Roissy and develop 270 ha in order to create 50,000 jobs for local residents. Being near Roissy-Charles de Gaulle Airport and Paris and connected to a major motorway network (A1, A3, Francilienne) was decisive for EuropaCity. Seine-Saint-Denis and Val d’Oise are metropolitan France’s youngest two departments. Their cultural, social and economic creativity are assets for creating such a destination.

Will the EuropaCity project pave over farmland?

Housing is the main cause of urban sprawl. Contrary to popular belief, between 2006 and 2012 Ile-de-France consumed four times less space than the French average (560 ha/year, or +0.2%/year). That’s half as much as during the 1994-2012 period (1,200 ha/year). The government wanted to structure the Gonesse Triangle ZAC to preserve 400 ha of contiguous farmland while building a new 299ha quartier in its southern part with:

  • 128 ha for the business quarter;
  • 80 ha for EuropaCity;
  • 70 ha of landscaped areas (including 10 ha within EuropaCity);
  • 23 ha of farmbelt;
  • 8 ha of roads.

Is EuropaCity a shopping mall?

EuropaCity is a leisure and cultural destination. At the heart of the project, which has benefitted from new advances, shopping becomes a complementary experience in affinity with the cultural, sports and attractive activities on offer, not a priority motivation. In 2027 technological changes and new needs will free shopping in EuropaCity from known formats. EuropaCity will include:

  •  a large urban park;
  •  a large theme park;
  • an urban farm;
  • a water park;
  • a large exhibition hall;
  • six cultural venues (a performing arts centre, a children’s cultural centre, a film centre, a contemporary theatre and a digital culture centre);
  • 2,000 hotel rooms;
  • a food hall.
